Hsin Pai

Hsin Pai has served as General Counsel at ADOR since the spring of 2021. Prior to this position, he served in various capacities for the agency since 2002, including as chief tobacco counsel, sales and use tax lead, and transaction privilege tax counsel. Hsin has also been an attorney with Snell & Wilmer LLP, representing clients on state and local tax matters in contracting, real estate development, telecommunications, and Indian law. He is a member at large for the State Bar’s Tax Law Section and former member of the board of directors for the Arizona Tax Research Association. Hsin was a finalist for the Arizona Corporate Counsel Award in 2023.

Hsin received his AB in public policy and economics from the University of Chicago and JD from Arizona State University.
