Todd Mills
Todd joined ADOR in July of 2020 and is responsible for two key teams that help shape the culture of ADOR. He oversees the Human Resources team that leads recruiting, talent management, organizational development, employee relations, and benefits. He also leads the Office of Continuous Improvement that is charged with developing the continuous improvement skills and principles as outlined in the Arizona Management System in the agency's daily operations and lean leadership philosophy.
Prior to working at ADOR, Todd served in multiple leadership roles within Toyota's North American operations for over 27 years. He started his career at Toyota's largest auto plant in the world located in Georgetown, Kentucky, where he worked in the Safety and Human Resources Departments. After ten years of working at the plant level, Todd was transferred to Toyota's North American headquarters for manufacturing, engineering, and research and development (R&D). He spent a combined 17 years in Safety Engineering, Environmental, and Human Resources in a Senior Manager role overseeing a variety of initiatives that spanned 16 auto assembly plants, powertrain plants, and R&D facilities in the United States, Canada, and Mexico.
Todd earned his undergraduate degree from Marshall University and did his post graduate work at Murray State University. He is a proud graduate of Leadership Kentucky, but is grateful to now call Arizona home.
